(It is told that originally, he would not contribute to Ashkenazi institutions. The Ponevizher Rav, harav Yosef Shlomo Kahaneman, visited him along with a Jew who had mastered all of Tanach. After the Ponevizher Rav made his pitch, Isaac Shalom asked him what the name of his yeshivah was. "Ponevizh, " he replied. "What's the source of the name?" inquired Harav Shalom. "It's named for a town in Lithuania, " replied Harav Kahaneman. "Why would you name a yeshivah after a town in the Diaspora where there are no longer any Jews?" asked the philanthropist. "And why should I contribute to such a place?" The Jew accompanying the Ponevizher Rav spoke up and said that the Radak writes [we do not know where] that in the times of the Neviim, there was a town in Eretz Yisrael that was named for a town in Egypt where Jews had lived during the exile there, because it is important to remember such places. Isaac Shalom was convinced and from that point on, he began contributing to Ashkenazi yeshivos and institutions as well.)

Harav Zusha Waltner settled in Tangiers, where he established Yeshivas Eitz Chaim, a kollel for rabbanim, a seminary for Beis Yaakov teachers, a Talmud Torah and an intermediate school that provided an elementary education with a certificate. The goal of the yeshivah was to "lehachazir atarah l'yoshnah" (to reinstate the crown of Torah to its former status) and if the yeshivah hadn't provided these secular studies, parents would not have been willing to send their children there. Most of the teachers were from the Gateshead Yeshivah and other yeshivos: Rav Moshe Reichman, Rav Tenenbaum, Rav Braverman, Rav Sholos, Rav Rosenberg, Rav Silver. In addition, alumni from the Aix-les-Bains yeshivah and the Gateshead yeshivah came to work at the yeshivah in Tangiers and there was a greater interest than to return and work at the Ozar HaTorah institutions in Morocco. After Morocco gained its independence, the Israelis were forced to leave. Over time, the Ashkenazi teachers that Harav Waltner had brought in from England left, to be replaced by rabbis and teachers of Moroccan extraction who had studied in Ashkenazi yeshivos in Europe and returned home. Later, students transferred to Litvish yeshivos in Europe and the United States. A year after the bachurim's arrival at the yeshivah, the Rosh Yeshivah, Harav Schneider zt"l, sent a letter to Harav Baruch Toledano asking him to send additional bachurim of the same caliber to the yeshivah. To this end, Harav Zeidel Siemiatycki was dispatched to Morocco, and sometime later, a group of students from Morocco arrived. That is how the three members of the Toledano family paved the way for many additional bachurim from Meknes, Marrakesh and Casablanca, who followed their example. At the same time, avreichim from the kollel in Gateshead, under the guidance of Harav Dessler, established Yeshivas Netzach Yisrael in Sunderland, of which Harav Zusha Waltner was also a founder. Seeing bnei Torah from Morocco joining Harav Schneider's yeshivah, he was filled with kinas sofrim and decided to travel to Morocco as well and find students suitable for his yeshivah. During his visit, a close bond formed between Harav Waltner and Harav Shmuel Toledano, who perceived Harav Waltner to be the right person to stand at the helm of the yeshivah he'd founded in Tangiers. Eventually, Harav Waltner was appointed president and manager of all the Ozar HaTorah institutions in Morocco, returning to his home in Tangiers for Shabbos. Yeshivat Tangiers flourished for more than two decades, until mass immigration to Erez Yisrael began. In 1972, the yeshivah closed its doors.

Ozar HaTorah was established in 1945 in the holy city of Jerusalem to educate Jewish children of Sephardic extraction. Approximately thirty schools were established in Mandate Palestine and later transferred to Muslim countries in the Middle East and North Africa. Ozar HaTorah was established by members of the Syrian - Halabi community in Eretz Yisrael and the Diaspora, Isaac Shalom of the United States, Rav Joseph Shama of Jerusalem and Rav Ezra Teubal of Argentina. With the encouragement of the founders of the network in Morocco; Harav Avraham Kalmanowitz, president of Yeshivas Mir in New York; and Harav Refael Abbo, thousands of outstanding yeshivos were transferred to Litvish yeshivos in Europe and the United States to help rehabilitate the yeshivah world that had been decimated during the war years.
